As a plausible answer to the question of how the tiara ended up in the Philippine Central Bank, I'm guessing that it's a case of "history repeating itself": as the Empress Marie Feodorovna left the tiara behind at the Anitchkov Palace in St. Petersburg when she moved temporarily - or so she thought - to Kiev, so did Mrs. Marcos leave the tiara behind when she and her family abruptly had to flee the country. In both cases, the tiara was seized by the government: in the former instance, sold; in the latter, put into the bank.

This collection would prove to be quite a bone of contention between the Dowager Empress, her nephew (King Christian X), and her two daughters, the Grand Duchesses Xenia Alexandrovna and Olga Alexandrovna. Apparently, it is still disputed to this day 1.) whether or not the Grand Duchess Olga ever received her full share of the proceedings realized from the eventual sale of the jewels, following the Dowager Empress' death; and 2.) whether or not Queen Mary paid full price for the pieces she bought.

You're right: it was just utter greed. Be it jewelry, shoes, clothes, paintings, or objets d'art, her attitude was that of "I see it; I want it; I get it." Toward the end of her days as First Lady (a misnomer of ever there was), I wouldn't be surprised if even she had lost track of just how much she had.
It is so very sad of what happened to the Romanovs and what happened to their cherished belongings after most of them were killed off.
