Doesn't look like there was any foul play from the other car; Harper got too close to the centre line. It's hard to tell for certain, but I suspect she may have actually crossed over the centre line to cut the corner, saw the car coming, swerved back over the centre line to not hit it but lost control anyway and crashed. She's on her side of the centre line on the shot with the line, but the shot before that it looks like she swerves a bit to the left.
