Caroline I'm not sure which method she used here but a product called "glossy accents" will make the paper hard and shiny. Another way to add shine is with a pen called Wink of Stella which comes in different colors and clear for just shine. I think Mod Podge has a similar effect but not quite as shiny, but maybe if you added a bit of fine glitter to the edges before it dries you would get a nice sparkle.
