No, this is somewhat confusing because the meaning of θ is a little different than for the Langmuir model. θ₀ is the fraction of the surface that is covered by exactly no adsorbate. Note carefully that it is not the fraction that is covered by at least zero layers of adsorbate, which is probably what you were thinking.
