Siraf reciprocal seats par apply Kar sakte Hain(Jo ke thori SE Hotin Hain , apply Karte waqt Open merit and reciprocal BHI select Karni Hai) , not on open merit , open merit Har soobe Kai Apne domicile holders Kai Liye Hotin Hain. Reciprocal seats are the seats for other province students in a particular province.
@SimxrAcer open merit seats for Punjab domicile students in Punjab are around 3000 and reciprocal seats seats for Punjab students in other provinces are no more than 10(approximate numbers). Therefore you can draw the conclusions yourself , try watching some admission process and policies videos on yt , that would clear your confusions. Thanks.
