China’s Role in Democratic Backsliding in Latin America and the Caribbean

    China’s mounting influence in Latin America and the Caribbean has been the subject of study and consternation in U.S. policy circles for well over a decade. An especially concerning area of research in this regard has been the possibility that Chinese economic, diplomatic, security, and political activities within the region could be contributing to the democratic backsliding witnessed in recent decades.
    However, the precise mechanisms through which the People’s Republic of China (PRC) may or may not exacerbate LAC’s ongoing democratic regression have been insufficiently studied. This report seeks to more fully enumerate the nature of China’s impact on democracy in LAC. It finds that China contributes directly to democratic backsliding by propagating its model of authoritarian governance through its soft power engagements in media, education, and people-to-people diplomacy, as well as by protecting regimes undergoing democratic backsliding with economic and diplomatic support even as these governments become increasingly isolated from the rest of the international system.
    The event will unpack the findings of the report, and delve deeper into the full spectrum of China's engagement, and the consequences for LAC and the United States alike.

    You mean after decades of US intervention, interference, invasion, corruption and sabotage of Latin America political system, China still can do more to backslide Latin America? Don't you think they are alreayd too late to do that? These Chinese guys😄 are geniuses!😄

      Not in authoritarian systems do they have the ability to choose their government. And that is exactly what the CCP wants to export around the world, with them as the leader.

      @@BRUCE_the_MOOSE_ China does not export its idealogy to the world. It is the world who is trying to adopt the Chinese way. Some tried democracy and it did not work for them. Take India for example. Its progress is at a snail speed. India has democracy 40 years too early.

    On the subject of training military officers, it is interesting to take Senegal as an example of what happens when it is done right.
    Senegal has had no coups thus far (we watch developing news in 2024 with some trepidation), and that is largely attributable to its military, who maintains a strong tradition of military professionalism which is enabled by a strong tradition of civilian control. Despite attempts by certain politicians to politicize the military, thus far, the institution has been able to resist it.
    Its officers are partly trained in the West through agreements (it's not like we're specifically training them, it's that say school X has this many slots and we just happen to offer it to Senegal), and it also is starting its own schools to continue that tradition.

      Agreed The army is an independent institution from the Government. Strong independent institutions lead to democracy and development that help a country exit the Middle income trap

      China has been unsuccesful in making democracy backslide in Chile and Uruguay. And they are probably the most prosperous countries in South America, with a high standard of living

    I think the big question is, is it deliberate? That is, there is an organised and concerted effort by China to overthrow Taiwan- friendly democracies and replace them with anti Taiwan governments? Or is it inadvertent, that is, some countries will naturally move back and forth between democracy and autocracy, and what we are seeing here is just normal turnover, nothing to get excited about

      Most countries and democracies in the LAC region … like most countries and democracies everywhere (including much of western Europe and North America) adhere to a one China principle. Further, it is natural that as China rises in economic importance, the self interest motives of states will drive more and more nations to recognise this principle in much that same way that the US and much of Europe have done already…. Why is this now framed and presented as problem? What is good for the goose is good for the gander!

      @@yeah2011bb Well yes it is true that they adhere to that principle but no other part of the world has as many countries that give formal recognition to Taiwan than an other region.
