Well prolly cuz in order to get those licenses they gotta have a valid and detailed game along with car models to appeal the brands. And many cdt players are ones that play on low end devices or phones, due to which their game might not run if the game gets revamped. Therefore they can't get licenses even tho they got the money to 😅
1. This game has a low budget compared to other freaking games. 2. They are using as much development skills to do better for the game. 3. They're broke based on the budget, because they're bought by Gamefam.
