Creating a find is a step in the right direction but 700 million is just laughable. I mean the US is able to spend nearly 800 billion a year as military spending but the entire countries participating in the conference aren’t able to even gain a billion. That sounds almost like they want to seem to do something but aren’t ready to really act.
