Not really. The peltier voltage in full operation is 12V but you actually can go lower than that, because you don't even need it to becomes too cold for your phone, until the ice came out. Enough to bring down the temperature, so 5V would work. If you go too cold, maybe it cause water vapour and wet inside ur phone.

Most phone coolers has a converter so it is compatible for your Type-A 10-30W phone charger. But this isn't it, and lastly. Why did you super glued it??? How will you do maintenance to it after 2-5months from now?? The peltier will underperform since the there's no thermal paste and dust will go inside the fan. I just recently cleaned my Black Shark BR30-RM with thermal paste and clean off the dust and it's performing as cold as how I bought it 2 years ago. This video has alot of flaws but gets the job done. BUT, your phone cooler won't get cold enough since the 12V fan and Peltier will get burn out since you're also using a 5V ~ 6A charger.

I would just recommend you to just buy a Black Shark phone cooler for now, and study the electrical components of what you're doing. But your 12V jack plug for a phone cooler idea is interesting. But do keep in mind that Peltier has a higher Amp rating(about 3~4A) and using a standard 12V 2A jack plug charger won't work if you don't know the tru ratings, remember. Numbers matter, and you're dealing with electricity, so be careful. Buy a proper jack charger for your project. Like I said, you're 12V jack idea is good, but be careful, and buy a heat sink, 12V 0.5A 40mm fan(this is just reference) Note: Some Peltier is 5V btw(but it's harder to find them online), and if you said you'll use a wifi jack plug (which is likely 12V), 5V ≠ 12V it will not work.

In addition to that, a proper heat sink and a bigget fan is required for cooling the hot side. After this, you will get temperatures like 5-10°c on the cold side provided that you use a proper but smaller heat sink to make it more handy.

Thats funny, coz adding a 0.2mm thick copper does a better job and not wast all that power! I mean android phones already such at heat as that are all somewhat plastic. I even get better reception with the copper on the back of my promax. Copper not only helps heat to be equal all over the ohone but helps with battery as well.

poor performance with this stuff, the Platter module use 12v and the cooler too, so you are using 5v power? why dont use a step up to gain the voltaje required by the Platter module and the fan cooler? , even you can attach a battery pack to make it more portable

There are also some different peltier module available in the market which works on 3v and 5v.

This will cool the whole aluminium chassis.
