Most likely, Izuku committed suicide shortly after Katsuki said that fateful phrase, he must have thrown himself off the school terrace, so much so that we can see the blood on his head (probably a head injury) and he is still wearing the uniform of his school. So, as soon as he woke up (he became a spirit), he realized that he was stuck with Katsuki, so he couldn't move on or just rest from the bad life he had, and even more he was stuck with the person who took him to suicide, from then on he accumulated a hatred for Katsuki, when he saw how he simply went on with life as if he hadn't killed a person and that he was at Yuuei (in the "heroes" course), he got even more hatred, so as we saw at the end, he managed to somehow become "touchable" (which I think was more in the force of hatred than anything else) and accomplished what he has been longing for since he became a spirit, I think that after that, he was able to move on, since what held him on Earth was precisely Katsuki.

I mean, it would be amazing for them. The dead person can kill someone and the police would be confused because which one of them would believe it was a ghost. The dead person won't be caught. Also the dead person can go through walls making it easier to find people. They can go through one of the most secure bases. The ghost can't die of old age so they can continue for more than 1000 years. It would also be entertaining to have a ghost on your team. They can tell interesting stories over the past years.

If he kills Bakugou or he just dies, then Midoriya will be released from the Earth. Since he killed Bakugou as revenge, pu won’t be getting one soon. I mean, unless Kuroguri has a revive quirk.
