In most horse races( I’m a horse rider/ equestrian) if the horse doesn’t have a jockey the horse is immediately out of the race(not disqualified just they don’t win) idk abt this one as the jockey was hot in the head and was already hanging off the saddle. Don’t attack me if u don’t agree I’m just assuming as most races they have a team go out and call the horse over without ruining the race. Obviously they didn’t catch the horse but hope this helps a bit

Most of the time it's not actually whipping. Because the jockeys feet are so high, they can't be used as touch signals for the horse (foot placements can indicate speed and other things to horses depending on what they are trained for), so a whip is used in place of their feet as a touching point. They don't whip, just tap on different spots (maybe tempos too) to indicate to the horse what they need to be doing.
My coach trains of the track thoroughbreds, they go faster to pressure, when I was riding her horse in canter I pulled back to stop and her horse just went faster and faster (the exercise was that she wasn't going to tell me his habit so I had to figure out how to go back to trot without doing a tight circle), so usually it's more the jockey pulling the reins then whipping.
The horse got faster and faster cuz maybe the horse see that the other hores knock hes rider so he go faster to win even tho the rider is sad but the horse made his happynes and i think the riders and the people saw the horse with no rider and i think they are shock
