11APR24 Harrisburg, PA - 600 Block of Ross St. 2nd Alarm Rowhouse Fire

- At approximately 06:00 hours Dauphin County 911 began receiving calls for a report of a house fire with people trapped in the 600 block of Ross St. in Harrisburg's Uptown district.
The initial response was Wagon 3, Squad 8, Tower 1, Wagon 4 and BC7. Truck 2 and C1 (Enterline) diverted back to the city from another incident.
Wagon 3 arrived to find heavy fire conditions throughout a two story type III (ordinary construction) middle of the row residence that was spreading rapidly to the other homes.
BC7 (Bastinelli) arrived and struck the 2nd Alarm with fire involving 6 of the 12 homes in the row.
Crews led off with a deck gun and handling attack to knock down the heavy fire condition that also involved a vehicle on the street. Lines were quickly stretched in to the various houses and searches conducted.
1 victim jumped from a second floor rear window and was taken to the hospital with non life treating injuries.
Due to power lines on all 4 sides of the row, ground ladders were used to 'double hop' to the roof for ventilation purposes.
The fire was largely under control in about 30 minutes. Crews worked for about 4 hours to overhaul the buildings and ensure the fire was fully extinguished.
The Harrisburg Bureau of Fire Delta Battalion was working.

@@brianbastinelliI am an EMT student and am impressed how well the incident command aspect went. So were you the Incident commander and control of everything or just Fire command? Does EMS and Law have different commands that you had comms with as well? IC gets confusing in my opinion.
He is the “incident commander” in charge of everyone and everything on that fire ground. Police or EMS will do nothing but what the chief says on the fire ground. Chief makes decisions on everything

@@grantpeterson2493it depends but since this is a fire I would assume he has command of everything and this fire produced a mass patient incident then he would activate that protocol and appoint someone to manage ambulance traffic.
Hell of a job Chief! Getting that deck gun on the fire stopped a lot of progression. Great coordination with all companies. One of the best fireground ops I've seen.

I didn't notice deck gun, did notice a 3rd hose allowed up in one 2nd floor hallway with at least 8 hoses in total by that time !

@@brianbastinelli A good chief trains his staff so that they do all the basic tasks without him running around like a headless chicken. This is one of the best examples I have seen.
Not to say it wasn't a bad fire but upon arrival, with all the fire traveling down the porch overhangs, it look apocalyptic!!! That deck gun made quick work of preventing that fire from taking over the rest of the units. Incredible to watch!!! Nicely done.

Just goes to show how much fire a 1 3/4 line can put out. And that’s will a well trained nozzle man behind the tip but still. A determined FF with a 1 3/4 can put out more fire then you think. I mean he dang neer had the exterior knocked befor deck got gun got in service. Great work chief. Kudos to that nozzle man
my neighboring dept in nassau county long island had a house fire march 3rd which struck 5 alarms. call came in shortly before 16:00 and burned over night until about noon march 4th.

I use the GoPro Hero 9 Black. I mounted a base to my helmet and its on there. I didn't use the sticker mount base though instead I drilled through the brim and used a small bolt to hold it in place.

Asks the pump operator :" can you support another handline?". Unhesitating: "Yes". Not guessing, but knowing. 👍
This is a question that the pump operators know they will get and it's something that they should be able to tell command at any given time. I think that there is not enough emphasis put on the importance of that as it not only is important for the lines stretched from that rig, but also in the planning of the remaining incident. Glad to see you picked up on that.

Incredible work chief, never one to Monday morning QB, but this sounds like a great opportunity to talk about the blitz attack method popularized here in Chicago it's incredible for knocking down fires like this quickly

A lot of row houses up in your district. The old ones can be a nightmare for you guys for sure with old balloon framing and no fire walls. You could write the manual on how to fight row house fire. Your guys are very motivated and fast at getting on the fire, minimizing its spread.

This is a throwback to the horse drawn days when engines were the steamers and wagons were the hose carrying wagons. ur wagons today are what we call our engine companies.

The power lines were energized. The lines you see in front of the houses below the top roof line (the ones at the porch roof level) are cable and telephone lines. Above them at the top of the pole is the electric line and the electric neutral line.

Inn every five video , what are those ear piercing high pitch beeps. It can't possibly be smoked alarms! I've wondered for years. You guys did a great job at this one!
In this vide specifically you can hear the smoke detectors from various house throughout the incident. But you can also hear the air pack alarms on the firefighters as well. They are designed to activate when a firefighter is not moving for a certain amount of time. Sometimes when crews are waiting to be assigned or when they have taken the air pack off they Willa activate. I think that is what you are hearing.

Ok, question for active fire or recently retired. I retired after 31 yr 9 months. As lead investigator, digital photography was just starting to be admissable in courts around 1998-2006-7. How does the verbal orders on video vs radio recording in court cases?.

Using the deck gun was a good call by the chief. It will empty the tank quickly but may give rescue enough time for teams to enter the structure to effect rescue. Deck guns are the most underrated and under utilized weapon for the fire service.🇺🇸🚒🐄

Love the work! One thing though, was it possible for these structures to control utilities? Just because the electricity still being on was a little surprising.
There was a delay in getting the utilities shut off due to several large incidents occurring at the same time that required power utility response.

I am not a volunteer in the fire brigade and that doesn't seem like a good idea to me as my lungs are in short supply, but I still respect the fire brigade.

What are some signs you knew it was ordinary construction off the bat?
Can't answer for Penn but for most jurisdictions a type 5 wont pass building code to be a series of townhouses. Its obviously not a 1 or 2 based on its exterior and very likely not a 4 due to no large timbers showing. Therefore its likely to be type 3.
Hey- great question. So type III ordinary is masonry exterior walls with combustible interior structural members like the interior walls and floor and ceiling joists. The residential stock in our city is typically ordinary or wood frame (type V). Most of it is 100 to 150 years old. We are in and out of these houses pretty much every day and the lions share of our fire duty is in them as well. Knowing these neighborhoods and the primary construction types is one of the critical parts. Learning about that construction when the opportunity presents is also very important. Meaning, taking the time at fires and when they are under renovation to look at the exposed structural members, how they are interconnected, where the voids are, etc. Specifically to this neighborhood these are brick and joist buildings with brick exterior walls and wood joist interiors. They have interconnected porch roofs and cornices and common cocklofts. Combined with the voids (also interconnected) of the front second floor by windows they can rapidly spread fire from home to home. If you have any more specific questions feel free to hit me up.

Three homes were damaged severely enough by the fire to cause displacement, the remaining homes were able to be reoccupied.

So did I hear a FF say there was a dog in a cage and then say yeah dead?. Everyone looked like they were doing their respective jobs except for the PD who let a civilian run back into his burned home. I saw his yellow shirt and small stature ( no gear on ) and was like W T and didn't get the rest said before somebody caught it. One other question do abandoned units usually have the power on?
There were animals that did not make it out.
The police were doing their jobs just fine. This was a busy dynamic scene and they had their hands full. To say they were not doing their job is a gross misrepresentation by someone who was not present at the incident.
These homes were not abandoned so there was electricity.

I meant no disrespect but not everyone is always on point. I understand chaos. You do a great job and that's why I subbed. Anyway there is a video on YOU TUBE of an elderly woman on the phone with 911 and telling them her house was on fire. There were fire fighters outside the home but thinking it was empty, waited for more resources to arrive. Sadly the woman burned alive while talking to dispatchers. It was heart wrenching to hear the 911 call. I mean no dissrespect
