I think it doesn't play ingame, but was composed to be part of it's soundtrack and later released as part of a music collection for SH3 Also, I guess the we'll get a new Silent Hill album with new songs in the near future because of Silent Hill 2 Remake, since apparently Akira Yamaoka composed over 6 hours of music or smt like that.
