Some of the AGENT concepts bear striking resemblance to the GTA 5 movie studio set. I've always wondered if those assets were placed into GTA 5 on purpose to pay homage to AGENT.

You last point about Dan Houser is spot on he is the reason Bully and Maxpayne 3 were made. Sam is the reason Manhunt was made. And both Dan and Sam loved The Warriers. We will never see Table tennis 2 haha.
That Warriors project has always fascinated me. You can tell they both love that movie. And no Table Tennis 2? Bummer, guess my next video will have to be “Investigating Rockstar’s Cancelled Table Tennis Sequel” haha

From the ex rockstar blogpost "After San Andreas we REALLY wanted to do something that wasn't gta. Rockstar San Diego were working on a James Bond style game. Leslie Benzies was keen to do something along those lines. We did a demo doing some spy stuff in San Andreas. I think there was a hang glider and a car turning into a submarine or something. It impressed R*SD and NY and we started working on it. The idea was that the team in North would roughly be split down the middle. Half of us would work on the next gta (4) and the other half on Agent. Internally the project was known as Jimmy. It was a James Bond game and Jimmy is the Scottish version of James. The game was to be set in the 70s, be more linear than gta with a number of locations. There was a French Mediterranean city, A Swiss ski resort, Cairo and at the end there would be a big shootout with lasers in space. Classic James Bond. The vibe was very cool. We really got going on this one and worked on it for over a year. I remember working on a downhill skiing chase scene with guns for instance. The game wasn't progressing as well as we'd hoped. It was inevitable that eventually the whole company would have to get behind gta4. We tried to cut the game down in an attempt the get the bulk of it done before the inevitable call from NY would come. We cut out an entire level (I think Cairo) and maybe even the space section. It became clear that Jimmy was going to be too much of a distraction for us and we ditched it. I think it was handed over to another company within R* but never got completed."
This always happens right after I spend 3 months working on a video, huh? I saw this when it went up last week. Confirms my suspicions around a lot of things, but the timeline here is a little wonky as Agent wasn't announced until after GTA 4. It being cancelled so the team could work on 4 either means that the project was spun back up after release or another project was being worked on between San Diego's and the Agent announced in 2009 (or it's also likely he meant GTA V). Thanks for the added context!
it was actually handed over to R* north & they actually had a prototype of AGENT working, hence why GTA Online got the futuristic content / Doomsday heist etc.
Max Payne 3 and GTA V have bunch of agent leftovers, MP3 has quite a lot like bunch of props from desert and alpine levels, it has a list of gadgets like night vision goggles (someone even enabled it ingame), parabolic mic, parachute and some weapon mentions like Skorpion or Browning pistol, there's also a mention of underwater level, there's also mentions of snowmobile animations and such GTA V has an early ped name list in files that includes agent leftovers like multiple "deshench" (Desert Henchman) Calling the concept art early and "not going to be ingame at all" is wrong, those MP3 props include snowy trees and bushes similar to those on the concept art, there also was another image somewhere (i think maybe in GTA V files?) that showed a small part of the snow/alpine level
Interesting, thanks for the added info! I wasn't aware of the Max Payne connection but had a rough idea on some of the GTA stuff (and have honestly had my suspicions with the focus on the FIB and Agency in the main story and with what we know of the cancelled DLCs). The asset hunting/cut content/leftover deep dives are always the most challenging parts of these cancelled project retrospectives as there are extremely dedicated (but often tricky to find) communities working on them. Without the added context from the GTA V files that "not really representative of what was going to be in the game at all" part is more to say that game development is an ever-shifting process rather than something that follows a linear path and that while something may be concepted or pitched that the finished product could've been entirely different from that either subtly or drastically. It wasn't to say that the Carinthia/Alpine level wasn't going to be included

Really appreciate the kind words, Indigo. Enjoyed your work for quite a few years It's really odd, and judging by internal rumors and announcements since it seems like they now only show off projects when they actually have something tangible (or there are *massive* leaks). I'm sure Agent had something to do with that
@@LuckStat Yeah, that's probably a good idea. Bethesda Game Studios had that rule for a few years, where they only announced a game within a year of its set release date (Fallout 3, Skyrim, Fallout 4, etc.). They violated that rule when announcing Starfield AND The Elder Scrolls VI in 2018, and it hasn't worked out well for them...
Don't want any confusion on where something came from (especially in light of recent events). I also try to keep them up on the website in case they all won't fit in the description.

Thank you so much for making a video about this game. I remember when I first got wiff of this years and years ago man there was so much anticipation behind this game for me and it never came too. Fruition, I'm glad people still remember it
Excellent work as always! This was a great research/investigative dive across the board. As a big Rockstar fan who enjoys looking into these sorts of projects, this is EXACTLY what I was looking for, a more recent video that compiles everything we've learned about Agent. It's a shame this game never saw the light of day, because the premise of a spy action-adventure title set to the backdrop of the Cold War, developed by Rockstar sounds really promising to me, we NEED a new game in the vain of Agent, sort of like another canceled Take-Two project - "Rhapsody" by Hanger 13. I'm fascinated by the Rockstar North version of this game, because unlike the one that was in development by Rockstar San Diego, where we learned quite a bit through Polygon's article, little is known about the Rockstar North led project, I think that was a case of Rockstar announcing a project WAY to early, kind of like what happened with Max Payne 3. On final note, I think now, more than ever, is the perfect opportunity for Rockstar to diversify their portfolio, unlike the 2000s to early 2010s, where there was still that risk of a new IP from Rockstar not meeting financial goals, they've gotten to the point where people will get hyped about anything with the Rockstar logo on it, plus with the immense success of GTA Online, they always have an ongoing project generating billions of dollars, I personally want them to drop the whole "Rockstar Studios" label and have their individual studios maintain their identity, I understand that with how complex, timely, and expansive games have gotten, it makes sense to have a worldwide production, but I want their bigger studios to work on their own projects, with other studios chipping in over time. Rockstar is already a mismanaged mess. From everything we've heard, I'd rather each studio keep its management system in place.
The cost of developing games (and any kind of entertainment lately) is astonishing, and has gotten to an absurd degree, honestly. Rockstar and Take Two definitely can afford to take risks, but I'm afraid they have reached a point in that, anything that doesn't bring them GTA Online levels of continued profits will be deemed a failure by them. Look at Red Dead Online, perhaps their most risky endeavour in the last decade. It's a shame. They used to be an amazing company in the 2000's, now they have become the very thing they used to criticize. They found the almighty dollar.
I worry about gta 6 because after red dead redemption 2 it seems most of Rockstars internal structure changed and gta 6 will be the game to test if the new Rockstar can still make generation defining games.
@@mobiusbelts3607 It's always so funny seeing people go and be like "I worry game X will be bad because a made-up enemy in my head wants to censor everything". Like dude it's a video game and you have either 13 or 45 you have much important real life shit to worry about. Consumerism truly rots your brain up.
Its crazy how rockstar was developing a james bond like game it's one of those rare instances where they really wanted to diverse their games but then realized how much their other titles were making money and instead left agent to work on other titles.
It's weird logic though right? They forget that once upon a time those big money making IP's they rely on used to be unknown original concepts that they took a gamble on. Risk for sure can bring loss. But there is also no chance of success without risk. We are not going to want to play the same shit forever so it's weird that they think we do.
@@mike04574 I wonder why they keep renewing the title then? You have to actively do that every few years and they keep doing it. I wonder if it will end up being made one of these days?
I worked for Take2 from 2008 to 2011, there was always some new rumour or chatter going around about this… still feels like it could have been a great game. I wasn’t in to LA Noir myself.
Agent was basically mixture of James Bond + Uncharted + (Some mechanics of) LA Noire As many other projects, I think that Agent suffered due to the GTA Online (neither did it being a Sony exclusive help, financially it would miss out a lot of money being released only on one platform, and secondly Sony likes to interfere with the game ideas when it comes to exclusive titles), even few GTA 5 Story DLC`s were canceled, Prologue DLC (North Yankton), Liberty City DLC, Agent Trevor (Which became Doomsday Heist in the end)....... and so on..... We were lucky that Red Dead series are big as well and are not set in the modern world (So they could not have used the assets for Online), so they both had to release it, but obviously wanted to, especially Dan, otherwise we would not have it. My only hope is that GTA 6`s Online portion of the game will be separated from Single-Player, mostly because of easier modding, ability to not bloat our drives with Online content taking a lot of space, and obviously much more chance for Story DLC.
Lets hope IO interactive makes their new 007 very much like what AGENT could have been because this all sounds AMAZING . Thank you so much for sharing :)
great video and great point at the end about rockstar's place in the industry. it is sad but it is up to us as consumers to find and support the next upstart studio with a solid engine and a willingness to take creative risks.
I was actually thinking of a game called The Agency myself. But it wasn't this game it was a secret agent themed MMO being made by Sony Online Entertainment for PC and PS3. I remember being very intrigued by it but it got cancelled. I think at least some of it was repurposed into DC Universe Online which was also published by SOE.
It's not even like they couldn't afford a potential financial hit to a poorly received Agent, they probably just see it as a whole bunch more work to do when all they have to do is release more content for GTA Online that people will just eat up. No doubt the same reason why they've taken so long on 6 is because they were trying to squeeze Online for all it was worth I might even dare to make a bold prediction that 6 could be too little too late. I'm sure it'll still sell like crazy on opening day but then in months after, who knows. At least what we've seen from the trailer, it looks a lot like 5 to me and 10 years later, you'd expect a little more than that, but then maybe also it's been so long that it'll be an entirely new generation that are the majority who play it and the cycle continues
I would love to listen to Luck Stat’s thoughts on the production of Dead Island 2. All the different developers, Jack Black sound alike reveal trailer, and eventually successful release. Interesting story.
This one is such a weird story. I almost did something about it before release but it got buried by other projects. No promises on timeline, but I'll try and make it happen in 2024
I think it's great how much money they made with GTAV but the fact that there was no DLC and then they started selling crap like trilogy and RDR remasters that wasn't even great to preserve was bs. They have great IPs and engine they could have tested the remasters on because that's how people would want to experience their games. After the release of GTA6 what should we even expect when they're moving like that?
I personally think it's absolutely not great " how much money they made with GTAV " GTA online (the original one from GTA 4) and all the money in the world has ruined R* and the pure greed of Take 2 Finished it off and set a horrible precedent for all of the rest of the industry to try to achieve Both GTA 5 and RDR 2 have gotten escalated map sizes for the sole reason of having more space for the online I believe Dan was silenced and quietly pushed out of the company His last ''working'' day at R* was somewhere just after the original console release of RDR2 and then the whole time after he officially was on "holiday/sabbatical" after that, he was under a non-compete clause and a gag order/NDA and as soon as he was able to (almost a year after the official departure) he registered 2 new companies and only recently announced it I have zero expectations for GTA 6 or whatever else may come as the people who created some of my most favorite games of all time are long gone and all of the leaked info of the game's development is quite damming telling of an absolute shitshow that it is I definitely wish to be wrong about it, but face it the rockstar of old is long dead, all that is left is a soulless husk of a once great company
@@wakakulyonetwo i get where you're coming from and ngl I kind of fear for the next one too, but it's GTA. It's like a Drake album or iPhone, people will eat it up however it comes. We can only hope his absence shows, but far as I know his brother is still there. Bring glad they made all that money is just for the next game budget and happy people will still be employed even if it suck, but we know execs they'll still find a way to give people if it goes there
@@wakakulyonetwoI think it's Take Two who is to blame for the decline of Rockstar Games. The success of GTA Online turned Take Two into a greedy money hungry mess and they refused to let Rockstar Games work on anything other than GTA Online. They wanted to milk that down to the marrow, plus the Houser brothers admitted that writing satire has become harder because the real world has, over the years, become more like something out of a GTA game. Even the Onion struggled to write good satire as real world headlines have been sounding satirical for a while now. Dan Houser, Leslie Benzies and even Lazlow all left Rockstar Games. All of them key members of the writing staff. Rockstar Games refuses to make a new Midnight Club game because they've been making most of their Shark Card money off of people buying, customising and racing new cars that get added with each new Online update. And what makes it suck even more is that racing game fans haven't had a good arcade racing game in years. A new Midnight Club game is what is needed to shake up the arcade racing game market but Take Two doesn't see it being as profitable as GTA Online. Take Two is probably to blame for the awful GTA Definitive Edition trilogy. They chose to let a bunch of mobile game developers rEmAkE those games because it was cheaper than letting an actual Rockstar Games studio do it. They didn't even remove the songs they lost the licenses for nor did they remove the sex minigame that led to the Hot Coffee mod and related controversy. There was even a rumour that GTA 6 was meant to take place in Vice City from the late 1970s to the early 1980s and featured a story inspired by the Netflix series Narcos. However Take Two thought that a game set in a specific time period would make it harder to make and sell Online content (imagine seeing an Oppressor in 1980s Miami lmao) so they forced Rockstar Games to make another modern day GTA instead. Which would explain why Dan Houser and other members of the writing staff left: the GTA series is their baby and if they don't even have control over when the story is going to be set then how can they make the kind of game they want to make? I don't think GTA 6 will be bad. It'll most likely be disappointing compared to what we had before.
@@CyanRooper I think you are exactly right on all but one thing - Take Two was always greedy, they were just better at concealing it before gta o, and after they had all the money in the world they couldn't care less
I am kinda bummed out that Rockstar takes so long to release new games and is not taking risks anymore. I would love for Rockstar to make Bully 2, Max Payne 4 or a Sci-fi game or a Medieval game. I would also love for them to Remaster GTA IV and RDR 1.

Agent must’ve been “Soft Canceled” or had a second “Rework From Scratch” in 2009 & was permanently Cancelled & marked as a Tax Write Off project in late 2013..
Great video. I believe agent was , just like GTA V single player DLC, a victim of GTA Online’s success. It seems likely that development would have ramped back up after GTA V was finished but the online blowing up how it did just shifted the focus completely.
The agent game sounds more like hitman woa trilogy but with more focus on action and cinematics than stealth Wish we get james bond style in modern graphics engine , ioi who developed Hitman was working on new Project 007 game dont know what happened to that
Very reminiscent of Volitions 'Underground': an open world 'heist' game which, iirc, was cancelled because it couldn't meet the standard set by a recently released GTA.
Are we sure that during the production they made some groundbreaking headway in video game development, then scrapped it and implemented all their work in to gta and rdr? Or that "agent" wasnt just a code name for something else? It is extremelly common for developers to use code names for games they want to keep under wraps
Agent was definitely the title for the game. It even used to be listed as one of Rockstar's upcoming games on their website. As far as your other points though, I'd say it's a pretty safe bet that Rockstar used whatever mechanics they had in mind for Agent later on. They have a history of trying to implement mechanics, like in early GTA games (vice city, san andreas) that didn't work and they ended up using them later on in GTA 4 and 5. They don't seem to waste a lot of their ideas, even if it takes five or ten years for them to get around to it lol.
I'm still waiting for Agent to be released for PS3. I remember sitting at school in the PC lab watching it hype for it. Rockstar games never made a statement since then, they did not say it's cancelled. They did tell me it will release for PS3 and I will wait as long as it takes.
With the tech they have now, they could revive this thing I wouldn’t be surprised devs would think this is a coursed project at this point and wouldn’t want to ever consider it again
Hey for some reason I knew that last background music, but it seems like the song was taken down by UA-cam. Care to share the name of that music on 11:21?
I understand that Rockstar is a company and not a charity, but having other smaller studios that make lower budget, more experimental titles could be an asset for the other behemoth franchises of GTA and Red Dead. They get to see what works and what doesn’t work, and even have a library of assets to potentially reuse/reference in another title.
LA Noire sold well and became profitable. For some reason, Rockstar thought it was a failure and closed the studio down. In the last 10 years, they released 2 games, RDR 2 and GTA 5. GTA 5 had became their cash cow keep on re-releasing it to newer platforms. When RDR 2 didn't do as well as GTA 5, they pretty much abandoned RDR 2 all together. Now, they are all in GTA. Kind of like Epic went all in in Fortnight.
The “for some reason” is the nightmarish 7 year development and them constantly being forced to reign in McNamara and Team Bondi just to get it out of the door. A decade ago, that was a long time even for a game that was profitable. Definitely get where you’re coming from though, Rockstar has changed a lot in the last decade and it’s hard to tell if it’s for the better.
@@goatlpsit was started, a guy who worked on it made a blog not all that long ago I think about it. They'd made some levels and sections already but nothing near completion
You know, having RDR2 closing the history of the Van Der Ling Gang, and GTA VI on the horizon, maybe the next game of Rockstar is gonna be Agent. That or RDR3, mainly because they probably don't want to make another GTA for the next 10 years... Maybe.
If you're only speaking about projects that have been announced, then yes, if not, there's a good handful of projects we know were canceled, either through reputable sources or developers: Bully 2 (2010 version - article by Game Informer) We Are The Mods (sequel to The Warriors, that was accidentally leaked by a Rockstar artist) Oni 2 (build version leaked) GTA for the Sega Saturn/N64 (promoted in a magazine, I believe, but never heard from again) Also, it's not a canceled game, but the GTAV story mode DLC's were officially announced by Rockstar, but where canceled in favor of GTAO.
If you're talking about at 8:00 the layout's surprisingly similar but it's three stories, has guards and a few years before GTA V was being seriously worked on. Good eye though!
Games get announced and subsequently cancelled ALL the time...every decade is filled with legions of 'em. There's an even bigger graveyard of games that weren't announced but were heavily rumoured. Off the top of my head I can name Vectorman 3 (with a movie), Eternal Champions 3, Sonic Xtreme 3D and VF3 for the Saturn from Sega alone. FX Fighter was finished for the SNES but became a PC only release. Tomb Raider started life as a Sega CD game. Shenmue Saturn (VF RPG) was an open secret for years. I'm still waiting for Vette: San Francisco Thrills. That's just the 90's, and that's just the tip of the iceberg. It's just the nature of the business.
Awesome video and yes its really sad that game agent wasnt not release not even today in 2023 next year in 2024 we see just grand theft auto 6 really rockstar we want this games : Manhunt 3, Max Payne 4, Bully 2, Agent (the forgothen game) i think rockstar its missing the keys people who have balls to make such this games :((
I'm thinking both, too. I usually picture something like a flashier spy-themed Manhunt with segments that are more shooting heavy but that's honestly not based on much
@LuckStat I got to wonder if the game had stealth and released before Splinter Cell Conviction would go. What would the lack of detection arrows woul be like.
I still believe Rockstar should go back to smaller releases in between the GTA's and RDR's. Agent and Bully 2 for example are games that fit that mold very well. It's something to hold people over in between bigger releases. And it's something for those who don't care for GTA Online. And it's safe to say that Rockstar does have the money and resources to actually do it all. They are a massive developer who's too big to really fail unless they lose their audience. Wich they currently risk doing.
I was in grade school when I first learned about AGENT and I immediately knew it was the game I always wanted it. I expect to finally play it one day maybe when I'm like 30 or 40
Pretty sure, yeah. LA Noire was well into development by Team Bondi by the time Agent was announced in 2009. Rockstar acquired that project from Sony when they had development problems (which lead to the project taking 7 years) For more on that whole debacle, you should check out this video: ua-cam.com/video/qpWX9YbBPkw/v-deo.html

Thank you so much for making a video about this game. I remember when I first got wiff of this years and years ago man there was so much anticipation behind this game for me and it never came too. Fruition, I'm glad people still remember it
Getting better and better, my man. Excellent video.
Always wondered about agent. Thanks for this well put together deepdive :)
Same thoughts here

Its crazy how rockstar was developing a james bond like game it's one of those rare instances where they really wanted to diverse their games but then realized how much their other titles were making money and instead left agent to work on other titles.
It's weird logic though right?
They forget that once upon a time those big money making IP's they rely on used to be unknown original concepts that they took a gamble on.
Risk for sure can bring loss.
But there is also no chance of success without risk. We are not going to want to play the same shit forever so it's weird that they think we do.
They made a Table tennis game making the games they wanted to was all they really cared about in the ps2 days.

You know it's a good day when Luck Stat uploads! One of the only channels I have notifications on for!
It's an honor, Victor!
This just makes me sadder and sadder every time a video of this topic pops up.
Agent was basically mixture of James Bond + Uncharted + (Some mechanics of) LA Noire
As many other projects, I think that Agent suffered due to the GTA Online (neither did it being a Sony exclusive help, financially it would miss out a lot of money being released only on one platform, and secondly Sony likes to interfere with the game ideas when it comes to exclusive titles), even few GTA 5 Story DLC`s were canceled, Prologue DLC (North Yankton), Liberty City DLC, Agent Trevor (Which became Doomsday Heist in the end)....... and so on.....
Genuinely think each video gets better with visual and narrative storytelling than the last.
very much enjoyed the indepth look!
Lets hope IO interactive makes their new 007 very much like what AGENT could have been because this all sounds AMAZING . Thank you so much for sharing :)
I think it would have had open levels like in Manhunt as it was a stealth game.
great video and great point at the end about rockstar's place in the industry. it is sad but it is up to us as consumers to find and support the next upstart studio with a solid engine and a willingness to take creative risks.

i think what actually happened to agent was that it was turned into cayo perico heist and some of the other gta online heists instead
Imagine the scenes when Rockstar announce this instead of GTA VI next month
It's not even like they couldn't afford a potential financial hit to a poorly received Agent, they probably just see it as a whole bunch more work to do when all they have to do is release more content for GTA Online that people will just eat up. No doubt the same reason why they've taken so long on 6 is because they were trying to squeeze Online for all it was worth
I might even dare to make a bold prediction that 6 could be too little too late.
It’s cooked bro. You’re correct.
Wow you actually pronounced Bondi correctly. Max Respect. You have no idea how many times ive heard it mispronounced "Bondee"
I would love to listen to Luck Stat’s thoughts on the production of Dead Island 2. All the different developers, Jack Black sound alike reveal trailer, and eventually successful release. Interesting story.

still bummed this got shelved it seemed ahead of its time. There was also that James Bond Spy MMO thing The Agency? i think it was called.
I personally think it's absolutely not great " how much money they made with GTAV "
GTA online (the original one from GTA 4) and all the money in the world has ruined R*
and the pure greed of Take 2 Finished it off and set a horrible precedent for all of the rest of the industry to try to achieve
Both GTA 5 and RDR 2 have gotten escalated map sizes for the sole reason of having more space for the online
I believe Dan was silenced and quietly pushed out of the company
His last ''working'' day at R* was somewhere just after the original console release of RDR2 and then the whole time after he officially was on "holiday/sabbatical"
after that, he was under a non-compete clause and a gag order/NDA and as soon as he was able to (almost a year after the official departure) he registered 2 new companies and only recently announced it
I have zero expectations for GTA 6 or whatever else may come as the people who created some of my most favorite games of all time are long gone and all of the leaked info of the game's development is quite damming telling of an absolute shitshow that it is
I definitely wish to be wrong about it, but face it the rockstar of old is long dead, all that is left is a soulless husk of a once great company

Always found it weird they never officially cancelled it until recently
I'm still waiting for Agent to be released for PS3. I remember sitting at school in the PC lab watching it hype for it. Rockstar games never made a statement since then, they did not say it's cancelled. They did tell me it will release for PS3 and I will wait as long as it takes.
With the tech they have now, they could revive this thing
I wouldn’t be surprised devs would think this is a coursed project at this point and wouldn’t want to ever consider it again
that rotating city block on loop murdered this video.

I'm still sad about the closing of Team Bondi. I wanted a sequel to LA Noire so fucking bad, but it seems that studio was very poorly managed.
Yet, LA Noire still sold well and was profitable.
They made some stuff in the game like a house you play in I really wish they made it

Bully 2 (2010 version - article by Game Informer)
We Are The Mods (sequel to The Warriors, that was accidentally leaked by a Rockstar artist)
Oni 2 (build version leaked)
GTA for the Sega Saturn/N64 (promoted in a magazine, I believe, but never heard from again)
Also, it's not a canceled game, but the GTAV story mode DLC's were officially announced by Rockstar, but where canceled in favor of GTAO.
