Before that most of the land in Kerala belonged to temples or Brahmin households. This law, written by a communist government headed by Brahmin-by-birth communist leader redistributed land to people who till the land. This is the start of divergence of Kerala from rest of India ( the other law passed by this government was the education bill- go and learn about it).

Read the basic structure doctrine of the COI. And cases related to it from golak nath(1951 🤔 )to Keshav nanda Bharti(1973). And go little further to read minerva mills case (1980) where CJI YV chandrachud explained how “everything in India is under judicial review” and this include almost every executive action( some exception are there to this). I’m not a law student but still I think judiciary can and have gone against the govt in the past especially when the govt was doing something against the spirit of the constitution. ; read about 1970s where it was executive vs judiciary at its peak.
