Now Wind can play a roll but I didn't have the wind factor, since it was indoors its safe to imagine it wouldn't of played a huge role so that's how I got the length of time.
If you look up the audio of the Spanish commentary from that show, you cant hear when Owen falls and the commentators saying oh no oh no. It was still on UA-cam last time I looked it up

Then someone looks down and stands up and starts screaming and gestures with his arm. He is wearing all black. It's weird. Because I also saw video of him in the ring. Good video, i am a big Owen Hart fan, and was 14 when he died. It screwed me up. Owen Hart was murdered, he was sacrificed. All of us 90s kids were apart of the ritual. This is why we can’t let it go.
I have seen interviews where thet say that when Owen Hart fell, he hit the top rope and it propelled him to the inside of the ring, but in the actual video, it shows him basically doing a faceplant on the corner turnbuckle and the momentum of that hit, then caused him to fall to the outside in front of the metal barrier seperating the crowd.

It's assuming in some areas yes, outside the fact we know the quick release did open up from hid adjusting himself or moving in the motion i described. As detailed as my description was, the biggest thing I wanted to make clear was I feel he did the wing waving motion when his entrance music hit, in the video promo for his match. I feel he thought the cameras were on him due to the music playing (He's right next to the sound in the air) and that's what made the quick release go. It's all speculation of course
