    One Voice Board teaches a form of board governance commonly known as policy governance, which was first coined by John Carver. The philosophical foundation of this teaching can be found in "Boards that Make a Difference" by John Carver. Carver's work would apply to any nonprofit governance structure, but was not specifically written with the church in mind.
    Policy Governance was adapted specifically for churches in "Winning on Purpose" by John Kaiser. Kaiser calls his model Accountable Leadership. Many churches from a variety of polity backgrounds now use Policy Governance with great success through his work. As Kaiser demonstrates, while Carver's model was not written with churches in mind, the model can easily adapt because the model is driven by principles that are grounded in Scripture.
