Server side is better for SEO. With server side, the page loads quickly (assuming the page gets cached after the initial request to the route)
SSR means that the page is readily available for the crawler.
With CSR, if the page takes too long to load then the crawler will give up.

I'm confused.
static websites mean that the server delivers html, css and js to the clients browser. There the page is rendered.
On the other hand dynamic websites are created on the server and the server only delivers html to the client. So the client does not need to render the page. it simply has to display it.
So why do you relate static websites with server side rendering?

But what’s the point to have an empty website with csr, and have to wait for the javascript to fill it ? Are we not in both cases forced to wait the same amount of time for the page to be readable?
Not necessarily. It depends on what type of website it is. In csr, if you have an empty website, you don't need to wait that long because it depends on how much Javascript is needed to render the page. In SSR, we usually deal with the content of the page rather than the page itself.
You completely skipped on SEO and the reason you might want SSR over CSR.
