One piece is about overthrowing/rebelling against the government

Overthrowing the government is a consequence of luffy wanting to be the king of the pirates and protecting his friends.
For example, One piece is not pro monarchy because Luffy saved Alabasta or Fish man island. Luffys goals just happened to align with saving those countries at the time.
And what if at the end of the series the world government remains but with different rules and better leaders? Luffy would have no reason to overthrow/rebel against the government then.
