It's in levels dude, and those levels are determined by how much the rule of law affect everyone equally. Even in the US, raw power and money trumps the rule of law most of the time if it's enough.
I could be wrong but before and during the American civil war, there probably weren't that many democracies. Europe was a cluster of Monarchies, Asia was the same, Africa was either colonized or monarchies, South America was colonized and North America was ruled by the British Monarchy. So being the one state that fought for their freedom probably led to that being a huge thing for them at the time and just stuck for later generations
