Re: The +2, here's my analysis:
At the time of the penalty assessment:
If there's no penalty:*
Mats Valk: 8.81, (9.52), 7.61, (7.31), 7.76 Avg: 8.06
Feliks Zemdegs: 8.39, 7.95, 8.21, 7.36
Feliks would need an 8.01 on his final solve to win.
If there is a penalty, then 9.76 is worse than 8.1, and so:
Mats Valk: 8.81, 9.52, 7.61, (7.31), (9.76+) Avg: 8.65
Feliks Zemdegs: 8.39, 7.95, 8.21, (7.36), (x) Avg: 8.18
Feliks would win no matter what he does on his last solve. (And it so happens he ends up getting his worst solve, and it doesn't matter.)
*Of course, it's also important to keep in mind that "Mats would've won if he didn't get the +2" makes two key mistaken assumptions about variables that are not independent:
1) If there were no penalty, it likely would've been due to him spending slightly more time turning the piece, which means the time would've been slightly higher, though not by much
2) If Mats's solve 5 time were around 8 seconds, Feliks might've tried a bit harder on solve 5. As it was, you could see him visibly relax (in Lucas's table cam footage).
It remains the case that if Mats spent slightly more time turning that last bit, Feliks would have been on the spot to deliver something close to an 8 or faster, and there would've been no guarantee that he would've succeeded, but that's all we could say about that; the exact details of his solve would've turned out differently.

I sometimes behave or maybe look like Matt when I'm in a competition. And that's not because I'm cocky or feel like I'm the coolest girl on the planet. Final stages of a solve,
Cuber lets go of the cube and stops timer before cube hits the table and settles,
Upon hitting the table a layer turns more than 45 degrees,
Is this a penalty?
If so then what if the reverse happens? ie a layer had a > 45 degree turn at time of being dropped but as it hit the table the turn became less.

I played Rubik's cube for the first time when I was in grade school in 1981. There were no internet for us to learn then. It's been thought directly from person to person and the algorithm was highly inificient layer by layer and the fastest that I saw was three minutes.

This is funny, now their best is about 5.55 (Mats) and Feliks only very slightly slower. But clearly, Feliks is cooler and deserves to keep number one. He doesn't have earphones in his ears at a public tournament. He is always polite and pleasant. He comes from my country, Australia. He is awesome. Perhaps he could regain world number one but we need to respect his wishes of shelving heavy cubing for graduating high school - very important.

I meant to write seeds. The results of the previous round determine "seeding" into the final round, so the players with the top two times in the semifinal round are the top two "seeds". Sorry that wasn't clear!

There was a contest at my school, "student vs teacher" I applied and solved the shitty cube in 30 seconds and everyone was stunned... and personally I was pissed because my global average at that time was 10 seconds

It's seed in the sense that round 2 standings seed the ordering of the finals.

In our classroom we were 60 boys. We had one cube since beginning the graduation. 3 year passed. Couldn't solve it not even a single time !!! On the graduation day we just flushed it on a toilet out of frustration.

Thanks! Glad you liked it! :) Expand the video description for my analysis of the penalty. Short answer: If Mats had no penalty, he would've had a better average, and, Feliks would've needed a little over 8 seconds on his last solve. He might've tried a little harder, so who know what he would've gotten. With the penalty, Feliks relaxed because his last solve time didn't matter.
As Luis said, if Feliks knew he needed an 8 to win, he might've tried a little harder and gotten a better final solve. We'll never really know. :)
(Also, see my analysis in the video description: If there was no penalty but Mats's last solve was exactly the same time, Feliks would've needed an 8.01 final solve to win. But in order to get no penalty, Mats would've needed to spenta bit more time on that last turn, so he would've gotten a slightly slower time than what he got.)
