Yes. We do have big firetrucks with ladders but I don't know why those are not use often. To where I live, it's a small city in eastern visayas, i've only seen the big firetruck with ladder when it's really necessary, but most of the time, it's just the engines.
The biggest problem they have is lack of water. So they bring lots of trucks with lots of water and connect them together. But that means that ladder trucks can't get close to the scene if they arrive late.

And near the fire, each firefighter with a nozzle. It is evident that they do NOT receive any basic training, except how to join hoses together....
