These are 2. or 3. year students whos job is to welcome the people in their respective groups, show them around, answer questions and often join in on the fun. This is normally the first week of their first semester.
All of the Masters programs at my school are taught in English. However, if you’re studying for your bachelors those classes will likely be in Norwegian.

Yes its free
It's practically free. At UIO there is a semester fee of 800 NOK a semester.
