@@O9bz3 oh i was referring to the fact that he has access to wish, which means he cast any 8th level spell from any class list, alternatively he can start turning into dragons of rather high strength. as he starts going higher he starts getting access to some beefy fiends (red abishai, balor, pit fiends. at level 20 he could turn into two varient of ancient dragons. point being that planetars (and angels in general) are all rather fragile. they have higher than average AC but A LOT lower than tehy should HP. (as in they have less HP than similar creatures of the same CR. the tradeoff is they do more damage per strike. they're quintessential glass cannons.

True Polymorph: you can turn yourself or any other creature or object into a different creature with an equal or lower challenge rating, or (if you're doing it to a player or npc) a challenge rating equal to or lower than its level. A planetar has a challenge rating of 16, so Scanlan, at the time level 17, can become one easily.

You can only turn into a creature with a CR equal to or less than your character level. Solars are CR 21. You will never be able to turn into one as level 20 is the cap. You'd need any combination of homebrew nonsense to make that possible.

Just to be more specific for any outsiders, you will know if the creature (even a god) is lying to you, but you won’t know what they’re hiding.
