Going through Wast Hill tunnel once on a hireboat I met another that had broken down. The hireboat terms and conditions say strictly no towing but can you leave another boat in a tunnel? No blinking way
Maritime law (likely part of the UK's various Merchant Shipping Acts), very roughly, requires any vessel able to safely provide assistance to one in distress must do so. Contract terms can't remove that obligation.
I went through that tunnel, (1.867 Km), with a college friend on holiday in 1966. It was a bit hairy....what with the ghosts and the great big hairy spiders coming down from the ceiling and running aground half way through. And then we came out the other end into the brilliant sunshine and I realized there were no spiders, the boat was quite alright, and the day was wonderful.
Glad I hadn’t watched the video earlier. Just travelled south through the Saltersford and Barnton tunnels top end Trent and Mersey. The boat in front waved a me bye as he was finishing his cigarette. Is hate leading the way, not for the first time! Not my favourite holes in the ground!

That tunnel's tricky with a modern 6'10" beam boat, let alone a trad pair.
