Because Vortex currently can only drop files into the main game folder. Not all mods can work when installed like that, and the RDR2 extension doesn't have full support yet because Vortex is mostly crowd sourced so support for games depends on what fans wrote code and gave the rights to Nexus to use. Also some mods require installation through LML.

Yeah you have to search it in the games section then click on RDR2 to download the extension you need to manage it.
