But seriously, it's because Ciel in particular has an extraordinarily high capacity for reserving magical energy - Mario figures that's why she's capable of being in possession of multiple DAA's Idea Bloods + it's noted as what sets her apart from other members of the Burial Agency even though there are apparently people more dangerous than her filling up the other seats; also probably why she's the one who got the 7th Holy Scripture relegated to her as a weapon after it remaining unused since creation and why her arsenal both weapon/armor and magecraft spell-wise makes use of high magical energy expenditure (eg the Iron Maiden armor she uses in defence against Vlov's Freezing drains magical energy from the user until they die while preventing other causes of death so, since she's a monster on the magical energy front, she gets to use it for a relatively long period of time while still staying active alongside having the "luxury" of reusing it when it kills her cause it can't be taken off unless destroyed by an overpowering concept cause her immortality). Vlov, on the other hand, as far as we're aware simply didn't naturally quality to be an Ancestor stage Dead Apostle but but cheated to the rank by having powered/powering through the "inherited" Idea Blood's Curse attempting to crush him cause of the will he developed as a knight and it's biting him in the ass. He'd probably have been fine if he killed Zaria after growing to at least Successor rank or got born naturally gifted like Ciel (a trait that possibly contributed to her having been a juicy reincarnation target for Roa cause he possesses people on a combined talent/capacity + status basis...which is why the members of the Church can narrow down Roa inhabited suspects in the story. Ciel just inherited some of Roa's other abilities after getting revived post possession - the Idea Blood stuff is just her).
Ciel also isn't using her idea blood principles the same way that Vlov and other Dead Apostate Ancestors are using theirs. They're sealed inside her and she draws on them to use her unique large scale spells (this one and fortress); she's not assimilating them to become an Ancestor

But what I don't understand is how Ciel was revived in the first place. I know that she's connected to Roa's soul and can't die until he does. But didn't Ciel get killed by Arcueid as the vessel of Roa like Shiki Roa did? How did Ciel initially get revived? What was different?
This is explained in Mahoyo, which was written before even OG Tsuki. Magic Circuits allow mages to regenerate from fatal injury if they can survive the actual injury long enough. Aoko can restart her own heart and repair her caved chest to functional capacity in about a minute due to the Aozakis being exceptional at regeneration via Magic Circuits. On the verge of death, Ciel's Magic Circuits and energy capacity (the best in the world) allowed her to begin regenerating from near-death instantly. In short, she didn't fully die. She approached a point that was viewed as 'close enough'.
