NATO is not putting its soldiers on ground officially only due to the pressure of people from respective countries otherwise by now the war mongers would have already created WW3. So for now till the Ukrainians are ready to die Nato will keep the war machine on. The city of Kharkiv is 70% ethnic Russian so Putin will not take the city which would cause destruction and internal dissent. However, he does need a buffer zone to prevent more attacks on Russian border towns so that is his only military objective.
