Interesting tactics - I just wonder if the luck factor is too much in the hidden cards? Reminds me of "Jekyll & Hyde" - with the Jekyll player hoping the clock runs out before going mad.
I haven't watched the whole playthrough yet but when the Capitol was won by Naveen, at 14:28, shouldn't he have revealed all of the cards to prove that the total intel value was more than the total upheaval value? What if the hidden card was a 4 or higher upheaval card.

It was so close! We've played the game quite a few times and we've each won as the Empire and the Rebellion!
Would be nice if the districts actually do something for either side.

There's definitely an element of luck, but also the card counting for the Empire is super important in the 2nd half of the game.

The rules didn't explicitly say, I think Naveen was just trying to be playful since he wasn't scoring all of those times lol!
