So my fan and everything is running, attempted to clean my coils and see if that helped, no luck. Noticed that theres not warm air coming out of the vent though. Could this be a capacitor issue?

What if the outside unit isn't making noise at all , but it's blowing warm air inside? Can I still kick start the fan and see if that works?

Chances are, that means the capacitor isn't running the compressor either, so no joy. Get a new capacitor. I order them online and always have a few on hand. Online, they're not expensive. From an AC guy, you'll pay and you'll have to wait for them to get one, and that means a second trip and the charges for that. This guy is correct. Most problems with an outside heat pump unit are this capacitor. I'd say 90%. My unit uses a Gentec Dual Run Capacitor, I pay $29 and change online. (Just watch what the AC guy fixes your unit with on the first repair, and get those capacitors so you have them). The dual run means they power the compressor and the fan. The same capacitor manufactured by a different company is fine. I have links for Trane capacitors that perform the same function. Same price, online. This is not hard stuff, guys. This will save you headaches down the road. Cheap way to get your AC back on. Go on, be a hero. Set yourself up for success. Ok, real story. I have this "home repair" insurance policy (there's a Shield in the name of this policy:), so my AC guy will come out for no charge. He'll troubleshoot it, and tell me the problem. He always say it's this capacitor. I ask if it's THIS capacitor, and I pull one out of my Electrical drawer, in my toolbox. He says yes. I offer it to him, he installs it. No extra charge. I'm a hero. Try it, you'll like being a hero.

That means your compressor isn’t running either. The capacitor powers that too. First check the breaker just to make sure it’s not off. It’s most likely the capacitor though. Look at the cap of it and see if it has a bulge.
