The DOJ are complete idiots. Let's see, sure it's only a $1 fee and if that was the only issue the number of estimated transactions would probably be somewhat accurate. However, dealers charge around $25 to handle the transfer of ammo for internet orders. So, people buy much more per transaction but way, way less often. This translates to way fewer $1 fees. How could they not see this coming. This is all completely unconstitutional anyway.

Feel free to use my comments: The following are my written comments on the proposed ammunition fee increase: This regulation is an unnecessary expense for its citizens that is unconstitutional. In the federal court case of Rhode v Bonta the state, at great expense, has already lost this case with this law being declared unconstitutional. Although it’s currently on appeal, the state should simply drop the appeal and eliminate this entire Tax. The cost of the infrastructure to support this unconstitutional process, the states legal expenses and the inevitable award of the years of legal fees combined with the refund of the fees illegally charged to citizens of this state will be in the billions. It’s a win, win, win proposition for the state to cut its losses now and save its taxpayers further added expense.
And they will increase the fees again and again. Once fees are put in, no matter what for, they will be increase over and over, far beyond the inflation rate.
Has CRPA (Michel and Associates) argued in Rhode that, when Rhode is upheld and this process is declared UnConstitutional, the DOJ will then be required to refund all persons who were required to pay a fee for ammunition background checks for each check for which they were charged?
The California DOJ does not understand human nature. Whenever the government adds a fee or new tax, people will try to avoid paying the fee or tax. The reason that the DOJ is not collecting the money they projected they would is simple, people are buying the same amount of ammunition, or more, but they are making fewer transactions. Instead of buying ammunition once a month, buyers are buying ammunition once every six months, they just save and buy more per purchase. Therefore, they are avoiding the $1 fee per transaction each month and only pay the $1 fee once every six months. If the California DOJ increases fees, buyers will just make fewer trips to the gun stores, but buy more on each trip.
It’s not just a fee, the law requires ammo to be locked or behind a counter. Now there are lines just to get someone to open the locked case, do a background check and to sell you the ammo.

How does this ammo background check affect out of state visitors wanting to buy ammo because the law says we can't import our own ammo into California during our visit ?

No one obeys the no importation of ammunition, because simply put they can't enforce it. I haven't seen any border agents at the neighboring State border crossings over the past several years. The State is flat broke. They are cutting back on law enforcement in some areas and it seems that one got axed hard.
At this point, should we not just agree and make these changes as absurd as possible so that they have an easier time gettinf struct down as unconstitutional???
Isn't this system a form of gun registration. Connecticut presently has a low that you need a license go buy handgun ammo and it must match the handguns you own. So in California I pay my Dollar and I Dan buy ammo for any firearm including ones I don't own. So if they do this I need to shop for myself and 4 friends to make it reasonable to buy ammo. And the state added a poll tax of 11 cents per dollar spent, where is that money going.
my take was the original purpose of the $1 tax(fee) was so the CA DOJ could balance the ammo one purchases against the firearms they have registered. So, it was to better flesh-out their firearms owners database.
yeah it cost more than double that to get a licence for a BB gun here in Australia ,there is over a million guns that were never handed in to gov when they started all the ban and criminals within Australia still use guns in crime and there are daily to weekly deaths ,,if including self delete well its daily deaths in Australia ,,all the gun laws in the world and the government still cant stop gun deaths
Yeah, $1000+ in my city. The real cost depends on whether your health insurance will cover the psych screening that is required by the county (way unconstitutional). My insurance will cover it, but I'm not willing to pay to exercise my Rights.
These do absolutely nothing for anyone.
Taxation of ammo beyond any normal sales tax is an infrindgment.

They would require you to sue them to recoup the fees knowing no one will do that.

Recently I waited in a line of 3 people for 30 minutes. It was absolutely ridiculous.
