Yes for sure! Head down to the Statue of Liberty first thing in the morning and then once you are done there, head to the Empire State Building. Also book tickets online or get yourself the CityPass to save money but more importantly, save time! Queues can be very long at both attractions

You don’t need to visit multiple obeservation decks. Definitely overdone. Sometimes the most obvious aren’t the best.
Agree on the NYC Public Library.
Can skip Statue of Liberty. Take Staten Island Ferry to see the Statue for free.
