I had no idea the snipers were this effective against vehicles. I thought they were for personnel so I've completely discounted them

This doesn't appear to work with the latest update. You can't fully upgrade all of your weapons using just cash. You need bullets to upgrade the last two levels on each weapon, but there is no way to earn enough bullets to fully upgrade everything.
