Yes, “is it always rain...” is incorrect.
rain 은 동사이기 때문에 의문사로 표현 시 문두에 is 가 아닌 does 가 와야합니다.

this cold 는 ‘이렇게 추운’ this 가 형용사인 cold 를 꾸며주는 부사이고, rain this much 는 ‘이렇게 많이’ 비가 내린다 로 this 가 much를 꾸며주는 부사이므로 둘다 꾸며주는 대상 앞에 오는 겁니다. Does it supposed to do this? 같은 경우의 this 는 목적어여서 동사 뒤에 오나 질문하신 this 는 둘다 부사입니다.
