First thanks for the video sir.... in Column if Moment of Inertia is reduced for Bending only than why for Shear Wall it reduced for Axial (Membrane) direction? (As both are same type of load carrying system)

Membrane is not axial. It is out of plane. And we want to design wall only to take load along length/inplane direction. Hence, 0.01 for mxx.

Q1. Yes, scale up for both.
Q2. Spandrels are flexural elements like beams. Use appropriate modifiers numbers for beams for f11, f22 & f11.
