When I hear non concurrent what I was thinking is intervention finish on one behaviour or people, then the intervention is done on other behaviour or people in different time. You definately have a point in terms of questioning what is non concurrent multiple baseline because the difference in time the intervention is done effects the limitation of the design in different ways.
