In my opinion I think the massicere wouldnt've happened with minato alive. Minato could tell the council that it was the masked man, taking all blame off of the uchiha. Also minato would not try to isolate the uchiha and wouldnt stand for making them weaker. I guess for the plot the uchiha had to get massicered

At least with anko she understands him being an outcast who wears a mask just like him, plus she can make him stronger with her training.
@@princem5795 This isn't canon & in every fanfic I've listened/read she's more than strong enough to help naruto catch up to his classmates & then pass them. They're both pariahs of the village, it would make sense they get together. Plus it would be hilarious, them teaming up to prank the villagers.
