NATO aircraft , the pilots may be from any NATO country. If you are from a NATO country when you see aircraft with your country flag doesn't mean that the pilots are from your country. In case of war do you expect the NATO pilots to train, work together and know each other when they are already under attack?
al 65 NOPE. The F-16 had the Portuguese Air Force roudel so it means it belongs to Portugal. Now diferent piltos can fly other countries planes with authorization, that have hapened before

It is a NATO aircraft , there are pilots from several countries in Portugal flying the Portuguese air force planes and there are Portuguese pilots flying other countries planes.
