The one point always missed, SEO's are by definition always a cost (on the fiscus), whereas private enterprises are always interest generating to the fiscus (income tax, corporate tax).

You talk about incentive. How come the ‘don’t works’ in centralised civil service earn more than workers in the private sector?

Because the private sector generates wealth paying for salaries whereas the civil service sector sucks it out of the tax bases to sustain the very service
