Magic Staff is a T5 item while Cocoon is a T4 item, so yes, you have a chance to get this combo before fight 11. And even if the itens were of the same tier, the game frequently offers you to random a Tier N item into either a Tier N-1 or N+1 item, giving you a chance to get same tier item combos without Sarcophagus or Mimics.

Why no cocoon sorcerer? That combo is absolutely broken - by turn 3-4 you're generating double to triple digit mana
Idk, it would be a great play, but surgeon with spark and era is a really stable character that won't miss

You seem to never assess what you need before you roll down and use your dice. Eg 33:50 15 mana is lethal with five Miasmas
