What I’d give to be a fly on the wall when the director said this to Himeko’s VA
Himeko follows the path of Erudtion for a reason, hit ALL of us with that sus dialogue.
So the scenario they gave her was mostly just up to the VA's interpretation of it, and then the hoyo dev that approved it was probably like damn alright guess we using this then
basically, she did not know any better and we got this masterpiece

The EN VO for star rail is so good! Their performance is always top tier like they put their hearts out in these characters even the NPC' s are voiced very well.
This is the first time EN VA outperformed JP VA when it comes to sexy voice. Which is hilarious since Himeko's JP VA Rie Tanaka is famous for her role as Lisa in Genshin Impact and other horny characters like Sessyoin Kiara(FGO).
The answer is because it wasn't meant to be a sexy voice. They probably communicated more with the other language VAs than with the EN ones and just accepted whatever the EN VAs sent them.
The reason is Mihoyo don't give a F about EN dub so they don't mind half-baked dubbing even if it's outrageous. That's why there are so many talentless people working on them in EN dubbing

This is consistent with Genshin. The other cast members have said they don't get a lot there, and the VAs for the twins have said all they get are storyboards (aside from the script they have to read).

Honestly the world of acting (and I assume voice acting by proxy as well) in general is weird like that. The prompt could be as simple as "This scene is about a boy jumping" and you'll have an actor come up with an entire plotline about how they were crippled as a child, couldn't use their legs, and then fast forward to the present moment where somehow they can finally use their legs and make it very emotional.
I've lived it, we actors will come up with the most batshit, out-of-nowhere interpretations and act them out just because we can. It's fun.
I never questioned why she sounded like that on that scene, mostly cause... that was indeed hilarious so it's cool...
But on a more serious note... WHAT THE HELL HAPPENED TO HER VOICE ACTING IN 2.1?
At some point i even started to think that they replaced her with an ai...
The VA might have revealed more about her private life than necessary.
Honestly, if that’s the only voice direction she was given for that bit, then she probably gave the funniest response possible, well done
