It doesn't appear to be an anime. The artist of this artwork stated something about a "comic illustration course" of the Kyoto Arts Design College. That's all I could find out about it.

There's plenty of his/her songs on different channels, but any account of the producer him/herself anywhere is nowhere to be seen. One and only thing i found was link to still undeleted twitter accound with little to no posts (still clearly some music producer) under a video with THIS song, but the author was named World Wanderer. I don't know much more.
