In order to maintain compatibility and not have weird, unintended glitches in their code, Jagex probably coded it so that UIMs are given a bank with a capacity of 0. But, whenever a uim tries to access a bank or deposit into a bank (like the deposit button on CoX loot), instead of telling the player their bank has no room/is full, the game checks if that player is a uim and plays a special message if they are. However, that message has to be hard coded into every instance of bank access or deposit buttons, and no one remembered to check Trawler since it's so rare anyone does it or pushes that button. Granted, this is all just a theory, but it's fun to theorize.
