Germany formed as a child after all the German states just kind of huddled together and thought "yeah, we're going to unify and so someone new will exist as our unified country" rather than being born, but he's still technically Prussia's brother. Ancient Egypt is Egypt's mother but his conception and existence is unclear (same with Ancient Greece and Greece). Like hetafacts said, Nikoniko was the only human that became a country, and he did that off screen. Even Japan was shocked and asked him how he did that, to which he replied "I worked very hard!" Then he went back to being a normal human so he could get married and have a child, and Japan also didn't understand how he went back to being human. I think he was fully intended to be a joke, but otherwise I think every other Hetalia character is stuck as they are because they were born that way rather than becoming countries through effort.
