He passed out from a Private College known as Manipal Institute of Technology, in Karnataka. It has nothing to do with IITs. Sunder Pachhai was admitted to IIT Madras (in Tamil Nadu) in Metallurgy branch. Generally high rankers in IIT Entrance exam do not opt for Metallurgy branch. There are so many Engineering colleges in India. The graduates of IITs generally do not remain in Engineering field after they pass out. There hardly any IITians in good Engineering organisation of India like Space Research Agency ISRO or Indian Railways or Atomic research Agency BARC or Engineering Jaint L&T , or Steel plants like SAIL or Automobile makers like Maruti or Aeronautical company HAL or any Mining company or any IT company such as Infosys or Wipro. India's progress is not because of IITs but because of hard working students of other Engineering Colleges.
I think they are talking in shorthand - the real success of India has been in establishing institutions that are able to create quality at one level and volume as well - sadly we haven't cracked the code to create quality at scale the way american or german universities do - but both government sector early investments and private sector expansion in the 1980s have both played a role in bringing us to where we are.
