Gottta disagree with "chin chin" part since it's common not in just Argentina but in south America. Here's why:
In this part of the world we say "SALUD!" (wishing for good health to everyone), as "chin chin" is the sound of the glass cups touching each other.
But also in my country (Peru) "chin chin" is the name of our local version of m&m, little colored candy chocolates.

Is the stuff about the police true? I've been to Japan twice and never had any issues, one policeman helped us get to our hotel too. We weren't loud and obnoxious to be honest, maybe that's why. Also it was in Nakano, Tokyo so maybe they are used to tourists.
