It's called a GoPro 360 swivel mount or something like that. It's a straight bar which is attached to the helmet in the middle with a GoPro on one side and a counterweight on the other side. Google it.

Its a GoPro on a rotating arm attached to the top of his helmet. you can just see the mounting plate when the camera judders at 3:54
