Researching rosie's will get you a tonic that will give you more from every picture
One thing you can do to take the photos easly is to freeze tour enemy.
This way you wont get attacked while you take the picture :D
Totally forgot about the security bots.
You can get 3 pics out of the security cameras, for the 3rd pic you usually have to be like right under it

Useless Vic My best guess is to keep leaving and coming back to Arcadia. Enemies spawn back when you return to an area, i believe. Good luck!
