It is in mono, so more likely a single POKEY. Chiptune sounds very modest, so it is probably 2-channel, and other 2 channels are for sample replay (4-bit each). Graphics look like is done almost entirely by GTIA (two waveforms could be made of missile objects where CPU needs only to change X coordinates to create the scope effect, and the robots are composed of 2 player objects each - to animate them you just need to switch base addresses). Bottom text line is probably the only place where ANTIC pulls data from memory (slowing down the CPU), hence only slight distortions of the sampled sound. Samples themselves sound similarly to what could be heard in Softsynth - an early 8-bit "tracker" for A8.

First time I ever heard Kraftwerk on an Atari 8-bit, in this case "The Robots", right after the walking robot scene.
