Actually the fortune cookie originated in Japan, not china or America. If you look up the true origin you will see for yourself. It was brought over from Japan in the early 20th century!!
This brand (Golden Bowl) has the best cookie flavor but in an average box has about 350-375 (Fewest of all makers the others have about 400-500) and in every box theres at least one "empty" package

@atmyside99 you are correct. either some are missing, cracked , or not in full total as the box states. i buy small packages. buying them broken is much cheaper in price & that's ok w/ me.
@minicotexx i'm Chinese too. i use to work & own Chinese restaurants. i love eating Fortune Cookies. they're sweet & made w/ tea. lots of them go to waste because people just crack them open to read the fortunes. i buy them in Chinatown in New York. i buy them broken & the bakeries sell them @ a lower price.

technically Chinese people made the cookie because when they were making a bridge in California they made these cookies that had messages for the moon festival, since the bridge was big and they wouldn't go like half a mile to go talk to someone.
I am quite sure it is an invention with some Chinese influence. Check out those snacks, cookies and traditional cakes sold in Singapore and Malaysia... =)
